Instead of Cut and Paste you can use the Drag and Drop function in primavera which saves lot of time.
If you would like to move one Item from One branch of hierarchy to other, just place your cursor at the left corner of the band,left click on the vertical band and release the mouse at the desired place where you would like to place the item.
You can move the Projects from One EPS level to another
You can move activities from One WBS to other
and even resources from one activity to another in the Resources Tab.
